Sara Froggatt

•Sara provides leadership, management and vision to help grow the organization and ensure financial strength and operational efficiency, leveraging her 25 years of experience in the Oil and Gas Industry.

•She has served in varying roles such as SVP and CCO of exploration and production companies, directing all facets of the oil and gas business, including long term regulatory compliance, product and service strategy development, new business development, sales and application engineering, project execution, facility management, finance, legal and human resources, with full P&L accountability.

•Sara founded RDRC in 2017, where she developed and implemented action plans to increase the number of strategic framework agreements with customers on a global basis, resulting in business growth and strong performance for mature and new oil & gas producers.  She worked with each client to evaluate compliance strengths, combined with their project’s viability, in order to better forecast and manage risks

•Sara was educated at University of Houston, Texas Southern, and Texas A&M Universities.  She has been a Guest Lecturer on ESG at the C.T. Bauer College of Business (University of Houston).

Chief Financial Officer

Fredrick Turner, Jr.

•Fredrick Turner, Jr., is a Certified Public Accountant 

•He has worked in varying roles of management throughout his 19 years within the Oil and Gas Industry. 

•Fredrick specializes in Revenue Accounting,  and has worked with large, midsize and startup organizations at progressive levels. 

•Fredrick has provided tax, accounting and professional services to individuals, business, and non-profit organizations throughout his career.

•Fredrick earned his Bachelor of Business Administration in Accounting from Sam Houston State University and his Master of Science in Accounting from the University of St. Thomas.

•He is a member of the American Institute of Certified Public Accountants, Texas Society of Certified Public Accountants – Houston Chapter, National Society of Black Certified Public Accountants, Inc.  Fredrick is also a member of Alpha Phi Alpha Fraternity, Inc.

Rees Arnim - Contract Engineer

Innovative leader with a B.S. in Petroleum Engineering from Colorado School of Mines, Golden, Colorado.

Rees has over 19 years of multi-national experience in multiple facets of Energy Management holding varying roles from COO to Director of Operations. 

Strong background in exploration, development, and production in a wide variety of assets in the United States and internationally.  A creative leader with a history of managing projects and multi-disciplined teams to improve operations and achieve maximum value.

His experience has covered both vertical and horizontal well development and optimization, while working as an independent consultant and for QRI, Marathon Oil, Encana Oil & Gas and Southwestern Energy.

Sarah Kirk - Land Management

•Sarah has been employed in the Oil and Gas Industry as a Field Landman and In-House Landman for 30 years.

•In past projects she provided extensive courthouse and abstract research back to patent or the original Land Grant. This research was used to prepare Mineral Take-offs for Standup Title Opinions and Lease Checks throughout the Texas Gulf Coast and Louisiana.

•She negotiates leases, surface agreements and damage releases. Her experience also includes large acquisition and divestiture due diligence, before and after the sale, merger or acquisition.  Her projects during 2016 and 2017 included Hay Maker Minerals and Royalties researching and purchasing minerals in 39 states; NeSField  Exploration and Surge Operating on two large acquisitions.

•Sarah brings the experience of having previously owned an Independent Oil and Gas In-House and Field Land Brokerage, Acquisition and Due Diligence Company for 14 years, serving clients including Phillips and Transco.

Cynthia Villacorta - Regulatory Management

•Cynthia is a skilled professional in the oil and gas industry with   10+ years of experience. 

•Over the years she has developed a strong background in all aspects of regulatory compliance, licensing maintenance. She has developed and cultivated strong relationships with both state and federal agencies.

•She brings extensive knowledge and experience in working in various states across the nation and specializes in states where BLM, Tribal Land compliance is critical.

•She holds a critical role in evaluating regulatory compliance in new and existing operating areas as well as the development of compliance systems/documents to ensure ongoing compliance. 

Sandra Tyler - Executive Assistant

Sandra has over 20 years of experience working in governmental compliance. Sandra as held supervisory positions in both the Houston Independent and the Spring Independent school systems.

Throughout her career she has overseen the Safe and Secure Compliance Protocols, Corporate Training, Employee Onboarding, and held the role of Executive Assistant to both Superintendent and Commander.

Sandra received multiple Microsoft and Safety Certifications from Houston Community College.

Sandra is a licensed Chaplain.
